Who Is the Temporary Traffic Management Short Term Low Impact Course Designed For?

Short Term/Low Impact (STLI) works are those conducted without the assistance of accredited Traffic Management personnel, and in accordance with simplified Traffic Guidance Schemes. STLI deals specifically with those worksites which are of such a short nature and have sufficiently low impact that a site-specific risk assessment has determined that the work can be undertaken without the use of a Static Worksite.

For example to determine whether a short-term low impact worksite is an appropriate traffic management measure

1. If the works are to protect major construction or a deep excavation that will take hours or days, then a static worksite with barriers may be appropriate (see AGTTM Part 3) e.g., not STLI work.
2. However, if the works are minor in nature (e.g., pothole repairs, vegetation trimming) or can be performed quickly along multiple sites then a mobile (see AGTTM Part 4) or short term low impact worksite may be appropriate.

How Is the Temporary Traffic Management Short-Term Low Impact Course Achieved?

To successfully complete the Short-Term Low Impact Worker course you must:

• hold a Construction Induction White Card
• successfully complete the TTM Short-Term Low Impact course including actively participating in all class activities and completing any theory assessment.

What is the Course Duration?

Nominal time for this course to be completed is 7 hours.

What is Issued on Completion of the Course?

On successful completion of the course you will receive a Certificate of Completion which states that you have successfully completed the TTM Short-Term Low Impact Worker course. This Certificate will also have the Certificate below.

This Certificate provides the individual to perform duties associated with Short-Term Low Impact works. Please note this excludes the individual from performing the functions of a fully qualified Traffic Controller, Traffic Management Implementer or Traffic Management Designer

Are My Current Qualifications Still OK?

If you currently hold an existing temporary traffic management qualification and believe you fall into the STLI category, you can continue to perform your regular work activities under your existing qualification expires or before February 2027. If you are unsure, seek advice from an Approved Training Provider or contact ttmtraining@austroads.gov.au

You must complete the new STLI training before your current qualification expires.  The NT Transition period is from February 2024 to February 2027.  Workers who hold existing WZ2 & WZ3 qualifications and do not meet the requirements to transition to full TC & TMI qualifications must complete the STLI course prior to their existing qualification expiring to be able to continue to perform STLI duties.

As per page 2, Short Term/Low Impact (STLI) works are those conducted without the assistance of accredited Traffic Management personnel, and in accordance with simplified Traffic Guidance Schemes. STLI deals specifically with those worksites which are of such a short nature and have sufficiently low impact that a site-specific risk assessment has determined that the work can be undertaken without the use of a Static Worksite.

It is important that anyone applying for this course understands that by completing this course they cannot work as a Traffic Controller, Traffic Management Implementer or Traffic Management Designer.

The types of activities that this training could be appropriate for are those that do not impact traffic flow (e.g., lane closures and speed reductions).

Individuals who may fit into this training category may not be eligible or required to obtain a National TTM qualification as they conduct less complex traffic management roles and responsibilities. This could include workers that may be defined as occasional users.

Occasional users may be defined as industry-based, paid workers wanting to conduct basic, often lower-risk traffic control for work purposes.

These workers are likely to know about basic hazards and risks when working near live traffic.
